2. Implementation on April 1 | Sampling, Sampling and Testing of Domestic Waste Incineration Ash

Recently, the Ministry of Housing and Urban-Rural Construction issued the industry product standard "Sampling, Sampling and Testing of Domestic Waste Incineration Ash", No. CJ/T531-2018, which was implemented on April 1, 2019. The details are as follows:

This standard stipulates the general requirements, sampling, sampling and testing of municipal solid waste incineration ash.

This standard is applicable to the sampling, sample preparation and thermal degradation rate detection of residue during the operation of municipal solid waste incineration plant.

Residues discharged after MSW incineration include slag discharged from the back of MSW incinerator grate, boiler ash discharged from the bottom of boiler heating surface and fly ash discharged from flue gas purification system.

According to the needs of sample testing, samples for laboratory testing are obtained after further drying (except moisture testing samples), crushing, grinding and fractionation in the laboratory.

3. Summary of Site Selection Requirements for Domestic Waste Incineration Power Generation

Provincial competent urban and rural planning departments, together with relevant departments, organize and guide the municipal (county) people's governments to do a good job in site selection of domestic waste incineration power generation projects according to law. The project site selection should meet the requirements of comprehensive space management and control measures matched with "three districts and three lines", keep away from the red line area of ecological protection as far as possible, and strictly comply with the requirements of "Standards for Construction of Domestic Waste Incineration and Treatment Project", set the protection distance, define the four to the boundary, rationally arrange the construction sequence of peripheral projects, and do not affect the selection of domestic waste incineration and power generation projects due to the construction of peripheral projects. Site landing.

Encourage the use of existing domestic waste treatment facilities to build domestic waste incineration and power generation projects; encourage the adoption of Industrial Park site selection and construction mode to coordinate the treatment of different types of garbage, such as domestic garbage, construction garbage, kitchen garbage, to form an integrated project group; encourage national-level urban agglomerations such as Beijing, Tianjin, Hebei and the Yangtze River Delta to break provincial (municipal) restrictions and explore cross-provincial and cross-provincial areas. 4. The market scale and development trend of solid waste treatment industry in China in 2018

The policy will continue to be good, which will promote the expansion of the market scale of solid waste treatment industry in China. The harmless treatment of municipal solid waste is the main sub-area of solid waste treatment. At present, domestic waste discharge in China is increasing year by year, and the demand for harmless treatment is released. From the point of view of disposal methods, incineration treatment is more effective than sanitary landfill treatment in terms of both total amount and efficiency, and the proportion of incineration treatment is also increasing gradually. According to the 13th Five-Year Plan of municipal solid waste (MSW) harmless treatment and construction in various provinces and municipalities, the prospect of MSW incineration harmless treatment is very broad.






Policies continue to be favourable and help to expand the scale of the industry






With the increasing emphasis on environmental protection, solid waste treatment as one of the main projects of environmental governance has received more and more attention. At the national level, policies have been continuously issued to promote the development of solid waste treatment industry in China. In January 2018, the Environmental Protection Tax Law of the People's Republic of China put forward the policy of reduction and exemption and preferential tax for solid waste treatment enterprises, and in the 13th Five-Year Plan for the Protection of Ecological Environment and the 13th Five-Year Plan for the Construction of National Urban Domestic Waste Environmentally Sound Treatment Facilities, the guiding opinions were put forward for industrial solid waste treatment and urban solid waste treatment respectively. Development goals have been formulated. The introduction of these policies will promote the continuous expansion of the market scale of solid waste treatment industry in China.






Increase in domestic waste discharge and release of demand for harmless treatment






With the growth of population and economic aggregate, the discharge of domestic waste is also increasing year by year, and the removal of domestic waste is also increasing. According to the data of the National Bureau of Statistics, the amount of domestic waste discharge in China is increasing year by year from 2011 to 2017. With the acceleration of urbanization rate, the growth rate of domestic waste removal has remained above 5% since 2015. In 2017, the amount of domestic waste removal in China is 215.209 million tons, an increase of 5.69% compared with the previous year. It is estimated that the amount of domestic waste removal in China will be about 229 million tons in 2018. The increase of domestic waste discharge promotes the release of demand for harmless treatment of domestic waste.






5. Circular of the Ministry of Environmental Protection of the Ministry of Agriculture on the Issuance of "Assessment Measures for the Resource Utilization of Livestock and Poultry Breeding Wastes (Trial Implementation)"






Local people's governments at all levels shall take overall responsibility for the recycling and utilization of livestock and poultry breeding wastes within their respective administrative areas. The people's governments of provinces (districts and cities) shall, in accordance with the overall objectives set by the state, formulate the work programme of the region, divide the objectives and tasks into the people's governments at the municipal (prefectural) and county levels step by step, implement the key tasks to the relevant departments and large livestock counties, set annual goals, rationally arrange the key tasks and implementation progress, and clarify the supporting policies, sources of funds, responsible departments and safeguards.
